In $ HBr $ both the chain initiation and propagation steps are exothermic, while in $ HCl $ , first step is exothermic, and second step is endothermic and in HI, no step is exothermic.

Hence $ HCl $ and HI do not undergo anti- Markownikoff’s addition.
