$ v^{2}=2as=2( \frac{F}{m} )\ s $

therefore $ v^{2}=2( \frac{5\times 10^{4}}{3\times 10^{7}} )\times 3=\frac{1}{100} $

therefore $ v=0.1\ m/s $
