BOD is defined as the amount of oxygen required by bacteria to break down the organic matter present in a certain volume of a sample of water. Clean water or drinking water has a BOD value $<5 ppm$.

So, water filled with $A, BOD=10 ppm$ is polluted and water filled with $B, BOD=20 ppm$, is also polluted. But, $B$ is more polluted than $A$.
