Any halogen above in group oxidises halides down in group from their aqueous solution. Hence, $\mathrm{Cl} _{2}$ can oxidise $\mathrm{Br}^{-}$to $\mathrm{Br} _{2}$, $\mathrm{I}^{-}$to $\mathrm{I} _{2}$ but cannot oxidise $\mathrm{F}^{-}$to $\mathrm{F} _{2}$ rather $\mathrm{F} _{2}$ can oxidise $\mathrm{Cl}^{-}$to $\mathrm{Cl} _{2}$.
