Let $A_1=$ Area of cross-section of cylinder $=2 \pi r^{2}$

$A _2=$ Area of base of cylinder in air $=\pi r^{2}$

and $A_3=$ Area of base of cylinder in water

$ A_{1}-A_{2}=3 \pi r^{2} $

Equate the net downward forces and net upward forces, we get, $h_1=\frac{5}{3} h$.
