Solution

Methane leads to both global warming & photochemical smog. Methane is generated in large amounts from paddy fields. $\text{CO}_2$ can be absorbed by photosynthesis, or by formation of acid rain etc., while no such activities are there for methane. Hence methane is stronger global warming gas than $\text{CH}_4$. Methane is not a part of reducing smog.
