In step 2, prop-1-yne in presence of mercuric sulphate and dil $\cdot \mathrm{H}_2 \mathrm{SO}_4$ produces carbonyl compound $\left(\mathrm{CH}_3\right)_2 \mathrm{C}=\mathrm{O}$ which produces $\left(\mathrm{CH}_3\right)_2 \mathrm{CH}-\mathrm{OH}$ in presence of $\mathrm{NaBH}_4 \cdot 2^{\circ}$ alcohol on reaction with Lucas reagent produces turbidity in about $5$ min .
