- Be in $\mathrm{BeCl} _{2}$ is electron deficient, short of two lone pair of electrons from stable octet. $\mathrm{H} _{2} \mathrm{O}$ has lone pair of electrons, reacts with $\mathrm{BeCl} _{2}$.
