Potassium permanganate can be prepared from $\mathrm{MnO}_2$ under the following conditions :

$$ \begin{array}{r} \mathrm{MnO}_2+\mathrm{KOH}+\mathrm{O}_2 \xrightarrow{\text { Heat }} \mathrm{K}_2 \mathrm{MnO}_4+\mathrm{H}_2 \mathrm{O} \\ \mathrm{K}_2 \mathrm{MnO}_4+\mathrm{Cl}_2 \longrightarrow \mathrm{KMnO}_4+\mathrm{KCl} \end{array} $$
