Solution:

PLAN: $NaHCO _3 \rightleftharpoons Na^{+}+HCO _3^{-}$

$HCO _3^{-}$ is decomposed by acid releasing $CO _2$

$HCO _3^{-}+H^{+} \longrightarrow H _2 O+CO _2$

If acid is stronger than $HCO _3^{-}$ then $CO _2$ is released. Phenol is less acidic and thus does not liberate $CO _2$ with $NaHCO _3$.
